In response to your question, you will find entry into most Canadian schools virtually impossible without a Canadian citizenship. As Canadian schools are very highly subsidized (I'm paying just under $4000 Cdn a year for tuition) by the government and fellow taxpayers, they are highly biased towards Canadian citizens and residents.
The two Canadian medical school that I believe accept American students are McGill university and Memorial University, located in Quebec and Newfoundland respectively. There may be more.
