In response to your question, you will find entry into most Canadian schools virtually impossible without a Canadian citizenship. As Canadian schools are very highly subsidized (I'm paying just under $4000 Cdn a year for tuition) by the government and fellow taxpayers, they are highly biased towards Canadian citizens and residents.

The two Canadian medical school that I believe accept American students are McGill university and Memorial University, located in Quebec and Newfoundland respectively. There may be more. I'd go to Sean Winters' page as he has the links to all 16 Canadian medical schools and see for yourself. His site is linked to mine under the links section, at the very top of the page.
