Default out of country references allowed?

one of my references does not reside in canada, but it seems that the info for the references can only be filled for canadian residents (ie. the phone number must be 10 digits and there is no country option, only province/state). are we allowed to choose out of country referees?

I'm interested in knowing this too. I've moved around A LOT and lived in a number of countries outside of CAnada. Do I have to put all these in? What did the office say?

I would imagine that they would take these much less seriously than someone in Canada, unless their identity could easily be verified (i.e. coordinator of a major organization).

Oh i just realized, we only need two references for the entire section, not two references for every place we lived, right? Lol that makes my life so much easier
