Only reason they are extending is clearly because they didn't even get enough applicants to fill the number of seats available. And whether the school is profit or not-for-profit, the international spots are in place at the very least for reasons of profit.

Anyway, I don't know why I sound bitter about this, beyond the fact that there's no reasonable guarantee that students will be able to get a residency, yet there's no warning of this given to prospective applicants.
