To apply to residency in Canada, you MUST be a Canadian citizen/permanent resident.

So there is not any other way to have a study course in Canada?I mean sending our resume to a university and be accepted as a medical student?

You need to contact each medical schools individually to find out whether they accept international students.
The University of Toronto, for example, does accept 7 international students per year into the MD program. You can read about the admission requirements here.
