I'm in the midst of answering "9. How do you know when you have learned enough without relying on external standards?"

I'm not really sure what that means....external standards like exams, other students?

And I'm really having trouble because I dont know how I've learned enough....or maybe its because I dont really understand the question! Any help would be appreciated!

I think it means more like exams or profs telling you you know the right amount and detail etc. I think it is important to show that you do ask others for help when you are unsure.

This question is likely there because you don't have a lot of exams with marks to let you know if you are grasping the material... you need to feel comfortable evaluating that yourself. If you can provide examples of activities where you have learned new skills/info without someone giving you an exam at the end, it can be a great way to back-up your assertions.
