This may be a dumb question, but is there a way to apply for residency in Canada without being a permanent resident or Canadian citizen? (For example, if the person in question were an American MD with American citizenship?)

Quebec and NL allow foreign students into residency.

Oh really?! In Quebec, I'm assuming you need to know French, I don't know about NL. Is it still through CaRMS or do they have their own application system?

Yes you can go through CaRMS, and for Quebec, McGill is anglophone, but since you will have francophone patients, I imagine knowing French is a must.

You would NEVER need to know French in Newfoundland. It's the least French of any province in the country.
